In the first half of 2019, China's steel production showed a continuous upward trend, but decreased in the second half. It is expected that China's crude steel production will reach 980 million tons in 2019.
In terms of import and export, the import and export volume of China's steel products decreased in 2019. According to data from the General Administration of Customs, China imported a total of 10.82 million tons of steel from January to November 2019; The cumulative export of steel is 59.66 million tons. It is expected that around 65 million tons of steel will be exported throughout 2019; About 12 million tons of imported steel.
In terms of prices, China's steel prices fluctuated narrowly in 2019, with an overall level lower than the previous year. In 2019, due to the rapid growth of steel production, the overall domestic steel market showed a weak balance trend.

Then, in order to further consolidate the achievements of supply side structural reform and maintain the healthy development of the steel industry, the Steel Association will cooperate with relevant government departments to do the following work:
One is to strictly control the addition of new production capacity. Do a good job in investigating the actual situation of steel production capacity and output, establish a ledger, and stop the "painting the ground as a solid" relocation in the same city. Do not plan based on the thinking of a small steel country.
The second is to promote enterprises to accelerate ultra-low emission transformation. Recommend good cases of ultra-low emissions to the industry, and do not adopt a "one size fits all" approach to environmental protection. Call for a reduction in environmental taxes for enterprises that achieve ultra-low emissions, and provide subsidies to enterprises that meet environmental standards.
The third is to organize research and implement staggered production of steel and optimize environmental classification and control plans. Oppose implementing "indiscriminate" production stoppages and restrictions on enterprises that meet environmental standards. It is recommended to control the total amount of regional emissions as the basis, and to stagger production according to the relative environmental protection level of each enterprise, in order to encourage enterprises to increase investment in environmental protection.
The fourth is to promote the merger and restructuring of the steel industry and increase industrial concentration. Since the 18th National Congress of the Communist Party of China, there have been 26 mergers and reorganizations in the domestic steel industry, with 93 enterprises participating (including investment institutions), including 9 mergers and reorganizations of state-owned enterprises and 17 mergers and reorganizations of non-state-owned enterprises.
The fifth is to effectively promote the research and development of cutting-edge technologies. We need to establish a big data platform for the steel industry, promote the integration of big data upstream and downstream of the steel industry chain, strengthen cooperation with third-party big data companies like Mysteel, and better serve the development of the steel industry.
The sixth is to call for the improvement of tax and fee reduction policies, and effectively reduce the burden on enterprises.
The seventh is to call for policies to maintain and control credit, and to lift restrictions on loans to steel enterprises.
