Suggestions on four aspects of policies, regulations, and systems

Firstly, the proportion of prefabricated buildings in the Xiong'an Debiao H-beam New Area should reach 80, which is higher than the target of 30 proposed in the "Guiding Opinions of the General Office of the State Council on Vigorously Developing Prefabricated Buildings" (Guo Ban Fa [2016] No. 71), and also higher than the average level of developed countries, reaching a world leader. Vigorously promote the application of underground comprehensive pipe galleries, three-dimensional garages, and stainless steel drinking water pipeline systems.

The second is to carry out special research on the application of prefabricated buildings and materials such as steel structures in Xiong'an New Area, clarify the specific requirements for the construction methods and materials used in the prefabricated buildings in Xiong'an New Area, and increase the control content of construction methods and materials in the relevant overall planning and regulatory detailed planning. Priority will be given to land use protection, and green channels will be opened up to provide credit support.

The third is to accelerate the preparation of high-level national, industry, and local standards for prefabricated buildings such as steel structures, encourage social organizations to organize the preparation of group standards, support enterprises in the preparation of standards, strengthen technological innovation, promote the transformation of key technology and complete technology research results into standard specifications, and take the construction of Xiong'an New Area as an opportunity to promote China's prefabricated building standards for steel structures and other structures to be at the forefront of the international community.

The fourth is to establish a green steel evaluation system, develop and apply new green steel building material products with excellent quality, energy conservation and environmental protection, and good functions, increase the application proportion of green steel products in prefabricated buildings, limit the application of building materials that do not meet the requirements of energy conservation and environmental protection in Xiong'an New Area, and ensure the quality, green, and environmental protection of the construction of Xiong'an New Area.
